Why have Nikon done this? Not sure. Interesting, if a little puzzling.

Why is it that there are practically no zoom lenses with VR for the full frame sensor DSLR?
There are to my knowledge only 2 lenses, the first one by Nikon, the 24mm-120mm zoom lens with VR, and the second one by Tamron 28mm-300mm with VR.
Are there any others that cover at least 24 mm - say 150 mm?
